The National Road Safety Agency (NARSA) collected and used the monthly bulletins and situations summarizing the messages from the territorial brigades of the Royal Gendarmerie and the services of the General Directorate of National Security, issued after the reports of road traffic injuries occurring during the month of December 2020.
8,620 bodily accidents were observed, ie a decrease of 1.07%; • 203 fatal accidents, a decrease of 10.18%. • 220 fatalities, ie a decrease of 14.40% of which: 597 seriously injured, ie a decrease of 7.44%; 11,253 minor injuries, a decrease of 1.34%.
This drastic drop in road safety indicators in 2020 is due to the implementation of measures relating to the state of health emergency in Morocco linked to Covid 19, from March 20, 2020, with a reduction in the mobility of people to the strict minimum, which has led to a sharp reduction in road risks.
In addition, the Minister of Equipment, Transport, Logistics and Water, Abdelkader Amara chaired on Wednesday February 24, 2021 in Rabat, the work of the third session of the Board of Directors of the National Agency of Road Safety (NARSA), whose agenda includes the Agency’s action program as well as its budget for the year 2021.
On this occasion, the Minister called for the application of the measures and procedures taken during the first year of the creation of the Agency, including in particular, the holding of two sessions of the board of directors of the National Agency of Road Safety during the year 2020, the first on February 26 and the second on November 17.
Consequently, the Agency’s 2020-2022 three-year plan, its action program, its budget and its amendment were approved for the year 2020, in addition to a host of decisions, in particular the organizational chart of the Agency having been certified by the services of the Ministry of the Economy, Finance and the Reform of the Administration.
The Agency therefore initiated the implementation of the said organization chart, by appointing the directors of poles, heads of departments, directors of regional agencies and heads of services at the central and prefectural levels, with a view to continuing the process. operationalization of the organization chart, through the appointment of regional department heads towards the end of the current week; -The approval of the staff statute by the services of the Ministry of the Economy, Finance and Administration Reform, and its amendment for the same budget year.
It also involves the adoption of a regulation of the Agency’s contracts and its approval by the services of the Ministry of the Economy, Finance and the Reform of the Administration, by incorporating an amendment inherent to it. the submission of construction and public works contracts concluded by the Agency.
The setting of the conditions for the renewal and breakage of the vehicle fleet for the year 2020, and the granting of a period of 03 months to companies committed to the expenditure of their files for the budget years 2008 and 2019, in order to complete the documents necessary for the disbursement of renewal premiums and for scrapping.
Subsequently, the Minister referred to the road safety indicators which have seen a significant improvement in recent years, especially during the year 2020, which recorded a considerable drop in the total number of accidents of -17.06%. , fatal accidents -16.98%, the number of fatalities -18.03%, serious injuries -22.31% and minor injuries -19.20%.
Amara pointed out that like other countries, road safety has been the biggest beneficiary of containment, therefore, traffic accident indicators have decreased significantly, like number of bodily accidents, in addition material and human losses. It was also indicated that the positive indicators started before the pandemic, so that the final statistics for the year 2019 saw a decrease in the number of fatalities (-3.05%) and in the rate of fatal accidents (-1.37%) in comparison with the year 2018, in addition to the significant drop in the severity index, so that six points have been gained over the last five years.
The Minister emphasized the need to continue the global mobilization of all the sectors concerned, the promotion of the achievements made in this area and the promotion of the efforts made in order to achieve the objectives of the national security strategy. roads, as well as continued investment in ambitious and structural projects in favor of road safety, in particular
The Minister called for the continuity of the strategy followed by NARSA for the digitization and dematerialization of procedures and the upgrading of human resources in the sector as well as the modernization and security of information systems relating to the management of permits. driving and vehicle registration and the qualification and modernization of the driving education sector through the preparation of educational tools and supports for training and their digitalization and provision to professionals.
He also called for the organization of continuing education sessions for the benefit of driving instructors and the preparation of a new program contract which takes into account the specificities of the period and the creation of NARSA, and to more professionalism in the examinations for obtaining a driving license and an increase in their reliability. He also insisted on the continuation of the reform of the sector relating to the technical control of vehicles through the development of an information system, the support of professionals and the preparation of a master design of the technical control as well as the recruitment and training of control officers.
